The order of the topics is relative (i don't know what you have in mind or in your lab), but in general all this must be evaluated to produce a sensor with good performance.
in cyclic voltammetry i will use a Potentiostat to provide a constant voltage stemulat the sensor during the masurment, my quastion how to chose this voltage value? have to set the Potentiostat with a DC value , but i dont know from where ican get it

I don't know if I understood your question, but in cyclic voltammetry the potential range is fixed (for example -0.6 to +0.8) and in each potential point the current values changes, I don't know if it's possible to provide a constant voltage in this method.
