How to deposit graphite powder on to stainless steel using electrophoretic deposition?

I wish to deposit graphite on to stainless steel using electrophoretic deposition. What solvent should I use? Should I use a surfactant (xanthan gum, sds)? What voltage? Any help/additional info would be greatly appreciated!
