How to decode frames using HEVC decoder, when there is an error in the encoded stream?

We are trying to design a video transmission system for HEVC standard. We have installed and compiled HEVC with the help of (JCTVC HM Software Manual). The problem is that whenever we simulate the HEVC for decoding erroneous frames, the Decoder fails to operate/decode those frames, showing the message "Assertion 'binVal' failed". Could anyone please help in solving this issue?

The HEVC Software (HM) supports only whole frame loss. In other words, in the decoder, they implemented only the frame copy error concealment method.

To work on different types of errors, either you use FFMPEG to decoder your erroneous bitstreams or implement an error concealment strategy on the HM decoder.
