Safranin stains xylem red and fast green stains phloem green.
Depending on what you are trying to do, you might want to try looking into a Safranine/Alcian blue combination. Lignified tissue will stain red while the remainder will stain blue.
Phloroglucinol is fine for xylem.
I would recommend Safranin and fast green combination for a good contrast staining but follow the dehydration/rehydration processes thoroughly
