For the purpose of coding a production planning problem, I am using a programming language which is named "Julia". In the formulations, there is a formula with a lower bound which is a vector. Please have a look to the attachment. When I want to enter this vector as the lower bound of summation the software gives me the error that summation bounds should be scaler.
I appreciate any opinion that can help.
I'm not familiar with Julia. Nevertheless I think you should reorganize your formula in such a way that summations over i and j become explicit, just like the summation over k. Julia should like it, but is it possible in your case?
I can do this using Cplex if you're interested. But, I'm not familiar with Julia.

Constraint 11 could be written as:
forall (i in N, j in M, h in W )
Constraint11: sum (j in w[j]) sum(t in (p[i][j][k]..T)x[i,j,k,t])sum(l in (t-p[i][j][k]+1..t) a[h][j][l]-p[i][j][k]=0;
But, take care, this constraint is nonlinear.
