How to calculate forces acting on small wind turbine blade to be considered in the Finite Element Analysis?
Perofrming CFD of blades and importing the pressure file to the surface of FEM model may be a good option. ANSYS has has both along with facility to import results. Hope this is what you wanted to know.
It seems you want to know the force acting on wind turbine blade due to wind flow. If you know the wind velocity in the particular area where the wind mill is to be installed, you can get the lift and drag force by formulae given in the boundary layer theory.
Ravi has answered the question... CFD analysis will do the job... just drag "solution" of CFD to "setup" of structural.. this will import generated load on turbine blade to structural for FEA analysis.
please take care of boundary conditions and flow domain setup so as to extract correct values of load as considering rotational frame and non rotation frame will vary yours load calculation.
CFD is the only accurate method. In OpenFOAM there are already some interesting tutorial in this sense for the simulation such systems under the /tut/.../MRF. You should just implement your geometry and substitute the fluid properties.

I think you can use wind turbine simulators such as FAST, ADAMS, ...

The normal and tangential loads can be evaluated using Blade Element Momentum Theory for each node and apply as uniformly varying load (uvl).
