Many new research concepts are published in the low or no impact factor journals because of insufficient research results. Other researchers are extending this work and publishing the results in high impact factor journal. But, unfortunately they are not citing the research work published in low impact factor journals, though it is base of extended research idea. Additionally, if they cite the base research paper, reviewers/ editors or journal are not allowing to cite base research paper. Please share your opinion.

if you publish an article in low/no impact factor journals that article has no visibility in outside. but you can store and share your article in online eg.ResearchGate, Academic, Figshare, Dryad and other platforms. your article has more visibility and more impacts.

Sandip - not noticed it as a common factor. What are you basing your comment that 'many' high IF journals are not citing lower ranked journals on?
I don't think the issue is citations of papers from low ranked journals. In fact, the journal editors and reviewers of quality and legitimate journals demand that authors should avoid citing papers from dubious or predatory journals because these papers are not peer reviewed and are flawed.
Ahtisham - that does, of course, make sense and is one means to try and counter the immediate and well-known threat of predatory journals. The problem here though is that Sandip states 'low/no impact' and we shouldn't assume that they are all predatory. Low citation is often associated, for instance, with discipline-specific (maybe national focus) journals that have a lower, more exclusive readership - and all new journals have to start somewhere i.e. no impact.

Dear Hayder Jaffal thank you for your answer. Yes for new idea good journals should be preferred. But new researchers may try for early publication because of many reasons and they publish in low/no impact factor journals in spite having new idea.
