I would STRONGLY recommend getting a in-line power monitoring device. You want one that can measure with 10th or 100th of a watt resolution. You can even get models which will perform logging - you want this. It will show the instantaneous power consumption of the attached computer. Or lightbulb. Or vacuum cleaner. or whatever.

You can also construct ( easily ) a data logger for this purpose using off the shelf components to whatever resolution you desire.

Then you can baseline the power consumptions under different ACPI power states ( off, on, hibernate, sleep, deep sleep, etc ) Once you have your baseline, any additional workload should cause additional power consumption. The delta is the difference.

Linux has some very nice tools to monitoring power stares on CPUs. There are also tools like power top which is a top like command showing the wattage per task. Android has this facility built in.

Power consumption may vary greatly depending on system loading. So the power consumption is not additive.

Some smart power strips may be instrumented this way, however they may not have the resolution you need.
