I have tried to use the "coating" option on the surface of slabs to see the change in the critical TIR angle, but it seems to affect only the intensity of light and not the propagation direction. I couldn't see any change in the critical angle.
I appreciate any comments.

Use non-sequential mode to create core and cladding. In non-sequential, select 2 separate object type "cylindrical volume" for core and cladding. In material section define R.I of both as per your requirement.
Set radius of cladding slightly higher than core radius and z position equals to zero.
This will make your fiber with core and cladding.

Actually I'd tried to apply the cladding as a cylindrical shell around the core, with the inner radius equal to the radius of the core, but I was getting geometrical errors.
Now I tried to define the core and the cladding as cylinders that occupy the same space (with a bigger radius for the cladding), as you advised and it worked !
