I synthesized Graphene Oxide using modified Hummers method. then I put my sample in an oven at 100C for 24 hours. This is the FT-IR spectra of my sample. can I rely on only an FT-IR spectra and be sure that the Graphene Oxide is synthesized successfully?

Your graphene oxide seems to have been oxidized successfully.
Appart from that you could use TGA and show a large mass drop around 300oC which will not be present in the precursor graphite.
Also Raman spectroscopy (D band will appear) and XPS (decreased C:O ratio) can be used to confirm your results.

thank you for your help.The XRD pattern of my sample shows a broad peak around 19.1°. I havn't seen this in papers.What does this peak indicate?
To make sure you have correctly synthesized GO, you must get access to all three XRD, Raman and FTIR tests.
You should note that graphene oxide is thermally unstable. At 100 ° C for 24 hours, many functional groups could be split off, resulting in reduced graphene oxide or graphene. this could affect your spectra.
your GO was well prepared revealing the following absorption bands:
-OH stretching: around 3450 cm-1
-C=O stretching (carboxyl groups) : around 1750 cm-1
C=C of the benzen ring : around 1650 cm-1
C-O-C epoxy : around 1200 cm -1
