I am pleased to read your paper on innovation. I did similar research many years ago and have obtained similar results. The methodological difficulty lies in finding the crucial factor affecting growth. Probably you have noticed that some farmers get better crops in similar conditions. In my view, it is due to control of the circulation of biomass within a farm.

My question applies to the assessment of agriculture policy effectiveness on regional or state levels. Policy developers often, at least in Europe, make decisions, e.g. direct payments, supporting large-scale monoculture or industrial fluttering. You have asked a very good question.

In my opinion, the tools to measure the impact or effectiveness of an agricultural policy depends on the policy objectives and expected outcomes. We can use econometric and economic models to assess the effectiveness of such policies. It may be very difficult to define a specific set of measures given the diversity of agricultural policies.

To get proper feedback from farmers on the ground and adapt policies at local, regional and national levels, in order to achieve greater outcomes, one of the best approaches would probably be based on PLA, participatory learning and action models. This type of practical research allows to get an insight into the opinions of farmers as well as their ideas and suggestions regarding present and future agricultural policies. This method also suggests that policies should then be developped in collaboration with farmers.

I think such an approach, if surveys and meetings are conducted regularly, will probably allow to get closest to obtaining a realistic and timely feedback loop from the concerned population.

Every policy is expected to have a goal, one or more objectives, outcomes and impact. As one moves from goal to impact, the indicators are more specific ans should be measurable in quantitative or qualitative terms. The fact is the pathway between policy formulation to policy impact may be long, and may not be direct or linear. Literature on the methodology of policy impact assessment may be consulted to see which methodology suits one's needs.

The soundness of any intervention: agricultural, industrial, or industrial policy should be gauged against the stated goals and envisaged mission to be accomplished as stated by the given country. Though, I do not know the specific content and direction the Ukrainian government's agriculture policy, universally there are mainly two pillars where a general consensuses have been by experts: sustainability and productivity. The extent of success to make agricultural production in an environmentally friendly and the production system (how efficient and technology intensive it is) can be taken as proxy to see where the country falls in the sustainability and productivity continuum.
