Hi Shoaib,
Low storied building for low income people may be beneficial in rural areas with using Bamboo, Rice Husk Ash, recycle aggregate and other wastes but for urban areas where densely populated can't be easy for sustainable construction. Environmental friendly sustainable construction is not cost effective. So for low income people you have to place them somewhere cheap and easy going areas.
