I guess there is not really a well fitting model.

General rule, add more hydrophilic groups and polymer will have better compatibility with aqueous phase and will have less effect on surface tension. In this direction ionized groups have a stronger effect than nonionized. I am afraid methyl methacrylate  copolymer will not provide substantial hydrophobicity, i.e. do expect only small effect on surface tension.

Look if Van Krevelen/te Nijenhuis are debating further on the work of Hoy.

He wrote in Athen conference 1988:

"In our calculation we will assume the amine salts are essentially unionized and the amine salts will be treated as a part of the dissolved polymer.

This assumption reflects the lower dielectric constant of the water cosolvent blend." 

I had this remark in my notes with a discussion (from a colleague); pick up Hoys original article to read more when Krevelen/te Nijenhuis did not discuss this further .

PS: when you make such polymers through emulsion polymerization, be aware of the surfactants you may need.. It can be done surfactantless, but then you need to rely on e.g. persulfate for as well making fine seeds and growing them and for the total stabilization. Generally such process take much more process time and are found more often in the academic world. Low MW surfactants are also very mobile... and do have a preference for surfaces.. not only the latex particle surface... and that may have quite some influence on your targeted surface tension.

I have already read this book. I know that surface tension can be calculated from Parachor values of chemical groups. The problem is that no Parachor values are reported for ionic groups. in that book or other polymer handbook, no information are available regarding ionic groups. some information about parachor value of neutral groups just exist. How can i guess parachor value of carboxylate group which has a negative charge?? if i find this, everything will seemingly be dissolved.

It is not clear to me: Are you neutralizing with a fixed base like NaOH or a volatile one (ammonia, amine)? In the latter case you will end up with uncharged species, the carboxylic groups when the volatile neutralizing agent can escape. In that case you do not need the data of the negatively charged COO- .  And are you looking at the final dry stage or are you looking at the wet stage after e.g. application of the material?

Thank you for your help.  I want to neutralize the ionomer with NaOH. Moreover, I want to use this NaOH-neutralized ionomer in the dry state. In fact, I want to dry and add the obtained polymer into extruder to mix it with other ingredients. 

Ok, that's indeed more difficult....

Maybe you can model it from the low MW species site and try to apply it to your polymers?

in this case I do not think you need to calculate interfacial tension between ionomer and polymers. I would try to match solubility parameter between polymers and ionomer or add a further component to make ionomer compatible with polymers.

When indeed full compatibility is needed Titus's suggestion is the way to go. Still you may question where you may end, as you may also end up at some micellar level, which is small... but not "truly" soluble...   We did such things in water try to make "true" solutions like in organic solvents. When you measure in such cases the rheology by plotting the eta (viscosity) against solids contents in water... you will get often a dispersion like curve and not a true solution one....

Another question: I do not know your application (you do not need to tell if you do not want or are not allowed..) but cannot imagine an application where you would dissolve a sodium hydroxide neutralized polymer in a powder, apart from that you intend to do some post processing in it. like in example 4 from this patent:

Their acrylate polymer seems to have a greater contrast than yours (in case you would like to emulsify the other polymer). They did not give numbers in that patent why they use the used polarity balance.

In this case, the type of emulsification is important linked to the residence time, Is there time enough to emulsify what you want?  Inversion type of  emulsification or??? Please note that Parachor and group contribution methods are based on the assumption of no specific interactions, so in the systems that have ionic-ionic interactions or hydrogen bonding, these methods are not reliable.

Regarding your question about predicting the surface energy from the monomer structure, I am afraid you may not be able to find a reliable method, however, an interesting  paper was  recently published in Macromolecules that proposed a new experimental procedure to predict the hydrophobicity of the produced polymers from monomers or oligomers. You may want to take a look at that:
