After I look at NetCDF file, the coordination of the region I want to study is overlapped.
Let's say the region is located between 110.25 latitude and 115.50 latitude, but the available NetCDF data only provides data between 109.75 and 116.50.
What shall I do to get the climate for the region ?
Use climate data operators CDO and commands : cdo remapbil inputfile.nc ofile.nc or cdo sellonlatbox ...

If the available data is shifted against your area of interest, you could extract the data for the region where both areas overlap and take these as a proxy for the entire region of interest. Anyhow, you should carefully check against another data source if your proxy data reproduce the characteristic in your area of interest.
This is basically what the by Benjamin suggested CDO comments do. However the do not fill the strip which is not covered by the input data.
If you need the spatial dependence, you might get from an other source the climatological mean (annual, seasonal, monthly, ... ), which represents the spatial variance. On top of these you might add the temporal variability obtained from data sets, which only covers part of your area of interest (see above the proxy data idea)
