I have read in literature, that by using Pulse Position Modulation, we can increase the range of communication in the context of underwater visible light communication. I am wondering that why is it happening so. Anyone please explain the reason. I have searched in so many papers and tried to understand the reason behind it, but couldn't found. Please explain.

There are three basic modulation techniques?
amplitude modulation Am,
frequency modulation
and phase modulation.
The amplitude modulation is the one which is more subjected to the noise of the receiver. Both phase and frequency modulation are embedded in the angle of the waveform which is less subjected to noise. It is so that both FM and PM have a better signal to noise ration for the same transmit power.
Which means that they require less S/N ratio. For the same noise then one can allow S to be as low as the threshold requires. This means that for the transmit power the range will be greater.
Pulse carrier the pulse position modulation corresponds to the phase modulation of the continuous wave carrier.

PPM is a power efficient scheme as compare to other pulse modulation schemes like PWM and PAM. Here power requirement is less but bandwidth requirement is more than the other modulation schemes. That's why it is preferred over other schemes.
