With which temperature to change Europium oxide to europium chloride when reacted with hydrochloric acid?
Take concentrated HNO3 and dissolve the metal oxide.Adjust the proper pH for the chemical reduction (Also add the Capping agent for stabilization of the metal particles).
The addition of reducing agent should be controlled to get desired size Metal nano particles.
I have taken Europium oxides and add to HCl aand then heat the solution to 50 C for 4 hours but it did not dissolve, can you please name any capping agent for stabilization of the nanoparicle

i think u can use electrochemical deposition and prepare a carbon paste electrode containing your metal oxide and use HNO3 as your electrolite MO+HNO3= M + OH + NO3
