I am a patent attorney in the US, which has accelerated examination programs that can result in a final decision withing one year. I am also seeing a lot of applications being taken up for examination within one year without paying the additional fee for accelerated examination. The situation varies by country, but in many countries you can request expedited handling. For a start-up organization, though, it is often better to delay examination because of the additional costs associated with examination and also because it usually takes years to commercialize the invention. Generating revenue from an invention is much more difficult than getting a patent on it.
Naturally, I have to say that it depends on the particular case in the Russian Federation. There are estimations like follows: it takes 8-12 months for an invention an application, 4-6 months for a utility model, and 8-12 months for industrial design. But these are rather minimal times based on official terms of examination procedures. You can take objections and go for another iteration.

If there is no objection from registrar then it should be around 40 months but if you have objection it takes longer. If you are keen to file PCT application then you can do a parallel filing . It gives you room 30 months to decide which country you want to file .
