How much plagiarism is allowed in Springer, Elsevier, IEEE , Hindawi, etc for research paper publication? Further what type of plagiarism is not allowed.

What do you mean by "receive plagiarism"? Do you mean a plagiarism detector marked these things?
Things like affiliations of authors can't really be plagiarized, those are just names, so those can be ignored. I recommend you do some reading about what constitutes plagiarism; you can find many resources online.
thanks Stephen..I know about it..But when I check for plagiarism in any software. Plagiarism is detected in author, heading, sub heading, acknowledgement, conflict of interest which total comes up to 10%. So when I send this to some reputed Journal, Is it accepted?
Like I just said, things like author lists and acknowledgements and headings are often boilerplate text that is the same across many papers and often can't really be plagiarized. (i.e., an author list which is just a list of author names and universities might look the same as other papers by authors from that same university, but it doesn't include any creative work so it can't really be plagiarized). Again, if you do some reading about what plagiarism is, then you will be able to tell what parts of the paper to worry about.
I am sure there is a % cutoff, but I would say none, as mentioned above. While plagiarism detection software is very helpful, it often produces some overlap which is in fact not plagiarism. So a set % is not a realistic goal/cutoff.
A very provocative way of phrasing a question. I like this phase. It is similar to asking "how much stealing is allowed" a on your first day as a bank teller. Or a daughter telling her dad that she is only slightly pregnant.
Not Agree @Sirous. My main question is whether the plagiarism is accepted in author, heading, sub heading, acknowledgement, conflict of interest. If main content is plagiarized than stealing is possible.
You cannot plagiarism Heading and sub heading as well text for acknowledgement and conflict of interest. The reason for this assertion is how many way you can say "thank you" ; for sure somebody has came u with the same order. Heading and sub-heading are in this, category, as there are not many way you can be different. It seems I am in agreement with Stephen Poltizer
