I have submitted a manuscript to clinical cancer research and the status changed to "decision pending" on the same day "under review". And I wonder whether it is not good news, how long will I receive the email from the editor?
It is anybody's guess. It is likely that the journal has disclosed its review procedure policy at its website. If the preliminary review by the editor is a prerequisite for review by reviewers, it is likely that a "decision" to review the manuscript or not to review is "pending" . Therefore, it can be interpreted both ways.
As mentioned by Divakar, it can be both ways. Your manuscript has gone under review and it is solely upon the reviewers to decide. I don't know about the journal you have mentioned but I will provide my answer in general. If they found it acceptable with few requirements, they will send a rebuttal with their concerns and suggestions. So just relax and wait till you receive a mail. All the best for your manuscript.
I am not sure what to think--I will say that in my experiences with the AACR journals, there is frequently confusion at the editorial level. Depending on how long it has been "under review", this may be a good sign (ie, not rejected) if it has been with the journal for days or weeks. If it has been with them a short time (few days or less), I would fear it is not a good sign and a decision is being made at the editorial level, and it may never have actually gone out to review. You may contact the editor, but you will likely get a template "the manuscript is in the hands of our staff" kind of templated answer. Good luck!
Sorry to hear that, but it's not unusual. In terms of "journal rank" (and we can discuss endlessly how artificial that is) do not be afraid to move laterally to another journal and not necessarily down in ranking, impact factor, whatever metric you choose. In my opinion, editors are notoriously bad at picking manuscripts that should move forward for review (and I include myself in that category).
