Development targets should involve not just access to food, clean water, education, healthcare, and other vital services, but also access to justice. There is a high level of advocacy at global and national levels in favour of competing development imperatives for inclusion as development goals. Legal Empowerment advocates have been working very hard over the last two years to make the argument for inclusion of Justice, Rule of Law and Legal Empowerment as a separate goal in the post 2015 Development Goals. When justice, rule of law and legal empowerment of the poor and marginalised are recognised as goals of development it will require states and institutions to move away from a traditional economic or welfare model of meeting needs, and evolve instead a model which recognizes the centrality of human agency and voice. It will recognise not just the need but also the right to development.

I think that the question is not clear.  Do you mean that what is development for one country (usually the strong ones) is under-developing for the country to which the investments are done. I have said again in this network that there should be an international unbiased organisation that distributes for investment, the surpluses  from the strong economic   countries to the deficit countries. Only in this way there will be peace and justice worldwise. 

Justice includes accountability, grievance redress, equity, predictable administration and even-handed enforcement of law & order upon all. For a country, seeking development, people at the top must not rule through a system of fear & their performance must be evaluated periodically. The employees in any organization will be treated equally & their voices ought to be listened to. It is against the norms of development to see double standards abounding in organizations because divisions will result in retreat rather than progression.

It depends on the definition of such justice, since I don't think that all professionals react by the same way when they hear the term 'justice'. So, you have to be a little more specific...

Justice has its roots with our conscious -subconscious mind.It is on our mind who deceive its moral code.It is through our mind that we know our righteous path.

In our development we have to remain impartial & draw a line of demarcation so that we should not live our decided path in the right manner.

Justice is a great word. A mischievous proverb says that it applies with enemies and plays with friends. It means that justice is a product of humanity and as such imperfect? In view of the fact that there are many Indians in this forum I would like to know their opinion on the two Italian marines detained for several years in India waiting to prove their innocence or guilt. Regardless of the verdict, do you believe that this is the justice?

Development is more or less an enlightenment, Launching people into justice and self-sustaining growth is a little like getting them to understand that the success of others is their success. and when they learn to appreciate and support others then not only justice justice can be seen but growth and prosperity, since people will do thinks taking into account the unintended consequences or impact it will have on his fellow men.

The issues you are raising are contextual. My experiences in Southern Africa tells me that justice in development is whereby people have access to any resource that makes their life meaningful, free from humiliation, respectful, etc. people have to be nurtured to think and use their minds for justice to occur in our development endeavours. if people fear for their skins etc, then we cannot talk of justice. development is about people having access to continuously improving standards of living in their communities.

Despite this emerging consensus, however, there is limited understanding of how equitable justice systems materialize, and thus how (and by whom) they can be promoted. Legal pluralism in many developing countries as well as customary and religious laws have a significant influence on the way in which societies are governed, order is maintained, disputes are resolved, and development is experienced. World Bank’s Justice for the Poor (J4P) program is directed to legal empowerment focusing on mainstreaming socio-legal concerns into development processes.

Without justice, there is no development. Societies need legal rights, equitable opportunities and social respect and development. Laws are made by people in power (the majority of parliaments), these laws may be deserve political and ideological interests or some hidden personal or groups interests or may be conjectural social needs. If parliaments change, many laws could change as well. A society with no finite, ethical and neutral law code is a society continually corrupted by those who are in power, if the power or the majority of power do not change, the society turns under a slavery scheme.

During development process one big question is that who shares the benefit and at what cost. Any injustice within the structure of economy absolutely means a diversion from the development path. The current misery is that we have showed a blind faith in imitating the development strategy of west without providing concern for its negative effects. No one can deny the large gap existing between the top and  bottom of population in case of developed countries. So there exists a clear indication of injustice within the developed diaspora of world. One big fault is that we have surrendered our whole academic culture to some big tails of west, which for me is another type of injustice within the boundaries of knowledge and education which acts as a hindrance for raising level of development within the poor part of the world indirectly. Enjoying big part of cake by the rich without  sharing some amount with the poor is in no way justified. Now the question comes what can be done to provide justice within the system? Who will make rules and who, how and were they will be implemented, to have a system catering to needs of all? For me the answer lies among the people who are not dead from their soul, who care more about the hunger of others though they are in need. And from History we can find such People, their traits and teachings, and following them is the safest path to strike the balance between material wealth and justice.

Enforce natural rights as much as possible, do not expect much of justice and consider all other rights as contingent to a socio-political system and therefore suspicious. Respecting natural rights should be more than enough to ensure fair economic development.

The connotation of justice is rather hazy. Is it understood in the scope of law or is it rather understood in ethical way. As ethical concept it implies equality and brotherhood. However, do we have an a priori responsability for our co-citizen, for all people or even for all biotic life and for the landscape, though the latter are not subjects able to moral concern.. Moreover connecting justice to development starts with another a priori question: is a government fair if it encourages the wellness of its subjects, or does a government have also responsabilities for foreign subjects. Finally how to make the balance between international justice and justice for any subject?

There is no development without  "frame of justice". Off course then we can ask ourselves WHAT IS JUSTICE? What it means for me, you, him, her...? 

Typical mind set required for development has to able to understand and apply justice. Justice understood  as ethical "skill", not just  set of formal rules. Justice as inner feeling and impulse. And development described as main rule of the game we all play, in our private and professional life.

There is a very strong line of philosophical thinking to help clarify the relationship between justice and development. To begin, we should ask ourselves: "What's so bad about inequality?" That we think inequality to be intrinsically bad says a great deal about our psychology, but it doesn't make the strong argument in favour of justice itself. If the only problem is subsistence, then it is possible to have a very unequal society that is also quite just (because the pie is so big that everyone has shelter, food, etc.). This is why (to me) sociological and economic thinking can only take us so far. For me, the question lies in the institution of brother/sisterhood - in the end, inequality separates us as human beings when, it would (and should) hurt us to see brothers, sisters, friends and friends of friends experiencing the anger, fear, envy, pain etc. of having much much less than others. When we devalue humans, we devalue not only ourselves, but those we care about -- from our pasts, presents and future. Thus, justice is essential to development, because otherwise, this human experiment can never progress - we may just have well never invented the wheel in the first place.

Justice means moral code + technical rules and laws for running and controlling human activities. So if technical laws are not correlated to a moral code, human activities will be subordinated to the more powerful among them;  Consequently to their inner interests. Rules and laws will be drawn by them for them, and may be applied against the weakest. Human activities will turn to a jungle rule, in a village, a town, a country ...or worldwide

In socio-economic development context justice refers to 'equality' Equality of ownership over means of production and equality of opportunity provide justice to all. The development model should be so designed that could be capable to provide justice every one.
