Where did you find these categories? It seems to be that such categories are rather special and not of common use.

This Australian Business Deans Council (ABDC) Journal Quality List concerns "journals relating to Business and Taxation Law; Economics; Finance including Actuarial Studies; Information Systems; Management, Commercial Services and Transport and Logistics; Marketing and Tourism; and other [similar] areas", i.e. a limited list of areas. The report in https://abdc.edu.au/wp-content/uploads/2020/03/abdc-2019-journal-quality-list-review-report-6-december-2019_2.pdf seems not to give criterias for rating, it just says: "Journal quality ratings should be validated by Expert Panels. The Panels should be informed by globally recognised and externally validated journal ranking lists, appropriate and select citation metrics (e.g. SCImago) and, if required, expert peer review".

Journals are Categorized on the basis of the quality of the journal.

This is based on the following points:

1) Novality of the research work

2)Importance of the subject matter

3) Presentation of quality data & supporting evidences

4)Quality of English

5)Impact factor of the journal

It can be categorized according to the scope and subject.
