SPDC always creates a photon pair, but this pair is entabngled and an be used to create a heralded single photon source.
If the SPDC is set up so that the two photons have orthogonal polarization, then a polarising beamsplitter can be used to seperate the photons into two spatial path. If there is a photon in one path, then there will be one (and exactly one) photon in the second path, giving you your single photon.
