Well at least not some one's effort (intellectually ) , you can have open access but the real good ones with continual work and contribution I would say should not be !!!
So it is with publishing !! they need to maintain a database (for online or otherwise) who will fund it , if you don't !!!!!
I too donate to Wikipedia again I know it is for us and future generations !! ( I hope they read)
I know many free, open access, peer reviewed journal. Those are actually free. The authority get fund for publication form some other sources. Please visit the site of " National institute of science communication and information resources ( NISCAIR)" to get the name of 13 such journals, most of which are with good Impact Factor of Thomson Reuters.
