I would like to update to an official department, called ICT Research Centre (I'm the head of this deprartment), but I can't update it. How is it possible?
My institute is Károli Gáspár Egyetem/University of Hungary, and my department is one of the departments of the University, which is not listed among the departments of University. What should I do?

I think, and normally in many universities, the creatiom of any new department must be done from university council.
Regards
Creating a new department mainly depends on the need to have it (i.e. availability of a job that demands a department). If this is fulfilled, what remains is a matter of procedure.
To create a new department in an institutions, the first most important thing is having an agreed up on justification or evidence for creating a new department.
