With the debt profile rising, and the influx of other culture groups, would you agree that the cultural heritage would greatly alter? How?
I am not sure about the "cultural heritage", since that is already past, but I think the culture would definitely change. I am not too sure about what "indebtedness" you are talking about (ie., whether it is the government debt or the people's debts), but money or lack thereof tend to be an issue and change culture and its manifestations. Ceremonies and traditions adapt to abundance of money or scarcity of money...

I believe cultural heritage will alter somewhat from the influx of other peoples into the Niger Delta; e.g. environmental degradation has already affected some farming and fishing communities, which formed the basis for the SERAC case. As a human rights researcher/activist I also believe the resulting socioeconomic marginalisation of these communities can contribute to social change and conflict.
Niger Delta is now a mixed society of both external and indigenous people as a result of oil exploration and other economic activities. As the foreigners interact with the indigenous people so do cultural symbols change. Cultural heritage is not made but produced through the negotiation of past experiences to meet the present needs of the people. The tension in the Niger Delta in relation to the acclaimed financial debts (the struggle for resource remittance) will surely negotiate with the past cultural experience in order to meet the present cultural needs. Take for instance, the people are now less active in their fishing tradition as a result of this oil exploration activities and the struggle for resource control. By this, a new form of culture is being introduced. (I don't know how helpful this may be).
