How electronic configuration of metal ion in the complexes affects fluorescence property?

As per my knowledge, complexes in which metal ion has filled-shell configuration show fluorescence intensity enhancement. On the other hand, complexes with metal ion with unpaired electrons in D-shell show fluorescence quenching. Can anybody explain?
