You mention you are interested in GIS based systems. Effective record and land management is vital for e-governance. (Technical) systems are effective tools, but the, in my opinion, vital issue is effective information management, i.e. what information to be handled in the system(s), definitions of each object/entity agreed upon by the organisations exchanging information, the use of standards (for example ISO 19152, Land Informations Domain Model (LADM), ISO 19115-1 metadata, rules for data access, business models, etc. WIthout this it will be difficult to establish an effective spatial data infrastructure (SDI) and e-governance. And let's add ISO 16175 that defines requirements for records management within business systems: added to the standards mentioned by Jesper it would create a system that would (automatically) record transactions and guarantee their archiving and preservation. That would allow for a policy to fight corruption and mismanagement.
