The most recent implementations in the US uses phasor measurement unit systems (PMUs). These data acquisition systems involve a large amount of data that is only justified by fast control schemes, such as RAS. The basic EMS route can use either RTUs or even PMUs at a slower data acquisition rate. You may wish to refer to the text "Power Generation, Operation and Control" by Wood, Wollenberg, and Sheble to understand what happens to the data once it is centrally acquired. We are working on an addition to include more of the phasor measurements.
