It all depends on the policy of the school and the country in which the universities are situated.

Online PhD degrees may be helpful and useful for theoretical sciences but not for applied sciences that require practical skills development and face to face interactions.

In my opinion, PhDs are compared by the prestige of the university that dictates it, also by the validity of registration and quality recognition in university degree registries, according to the regulations and agreements that each country has.
