Say a certain bacteria culture gives a certain OD value at 600 nm (say 0.3 OD) after overnight culture.
I need the same bacteria suspended in PBS with the same OD everytime (say 0.1 but not 0.3) when I start running the experiment (on different days).
Can bacterial culture be centrifuged and resuspended in PBS and diluted accordingly to give the desired OD?
I'm fairly new to microbiology and just beginning to learn.

The answer is yes. But be careful as the proportionality between OD and cell number is limited to roughly OD range 0 to 0.6 (depending on spec actually) which means if you intend to use OD as a parameter for cell number you have to have OD readings in the right range (ie diluting cultures in order to read OD from 0 to 0.6 )

Basically you are looking for an bacterial culture with consistent OD for regular experiment.
Yes, you can monitor the culture to get desired OD, however, you need to be consistent with inoculum size, culture volume and incubation time.
In the beginning, you need to compare OD vs CFU of your desired bacterial culture, this will give you standard curve. Once you have standard curve, you can compare the OD vs CFU.
