There are three parts to this question - 1. Competency Based Learning Interventions 2. Measuring competency levels post training - How does one measure increase in competence levels after completion of training program 3. How does one validate the application of the competency on-the-job?

Firstly, it is necessary to identify which competencies are essentials for that organizations, sectors and/or people in this organization based on the strategies.
I agree with Fatima.
What more...some competences can be trained individually, some only in groups. Next, some employees getting specific job - positions (executive director / specialist) have to be developed differently than others, even if they have competences shortages of the same competences.
Post and pre test of competences learning work well. What I do recommend is Development Centers, especially if you plan long term (1 year at least) learning intervention.
In our Practicum ( Pedagogy of Universitat de Barcelona), the aproach of reflexive practice has achieved very good results in order to develop both specific and transversal competencies.
Some elements are key in our experiencie:
- Invididual activity ( doing the tasks or activities)
- Collective ( in the community of practices- The group of students (10). All of them develop their practicum in different kind of organizations sharing and learning each other thier experiences and awareness)
Live these kind of activities:
- Remember the knowledge, behaviours and attittudes applied in past and transferible experiences
- Practice ( in differents levels of autonomy and complexity)- in the place - Organization-
- Individual reflexion about the experience- Linking the therory and the experience)
- Communication of the experience, learnings, interrogants, insight, answers...inside the community of practice
- Individual reflexion, taking in consideration the col.laborative knowledge generated inside the community of practice
- Individual Practice applying these learnings in the performance of other s task and activities in the practicum place
Repeating this circle all times as be necessary
