Solar Panel have two components to perform : radiation and orientation, look for Stereographic Chart and Radiation Index for different latitudes, it depends of how many hours of day light you have and the degrees of the sun position.

Latitude has a strong effect on solar, not that much (or at all) on wind. In any case, the main force driving the solar resource (down) is the local cloud climatology. This is not necessarily related to latitude. Arid areas normally have low cloudiness and therefore high solar resource.
