Any algorithm ? Many Citations still go unrecognized !! But are still atleast entered or feeded manually by respective author. Why doesn't it use a universal, simple method to update its citations? I am also aware of the fact about the very large database of Google Scholar! I may be ignorant !!!

The story is about availability stats by "Google" itself . I mean they should be able to find it on say some (edu) sites or online publications .
Why don't they use ? they do they will maintain the stats "for research-sake" (not automated) because this is pretty huge (trust me , not a good bargain) ...
If you put your name in different formats( in different articles), sometimes Google will not detect it.
Also, Publishers should follow the "Inclusion Guidelines for Webmasters" as below
