I have been suggested to include some research articles in the manuscript review process. My issues are
1. the papers suggested by the reviewers are not related to the manuscript of concern
2. the papers cannot be accessed freely
3. adding these papers does not bring additional value
In this case, what is the best way to politely reply to the comments?
Just write them mentioning the points that you put.
Some explanation will be helpful. For instance, why the recommended papers are not related to the manuscript.

I am afraid that the fact that they are not free would not be a good pretext, because most probably you can read them in your university library, or even asking its aurthor
Please inform the journal authority, maybe the reviewer wants to increase his read.

I would suggest that you respond to the journal in a polite way but clearly indicate that you do not consider the reviewer’s suggested revisions as helpful. It also would be good to indicate why you consider the suggestions as not suitable.

I support what Gunther says, but I don't Saswatik opinion, because the editor already knows the case, since it was him who wrote you about what the reviewers say
Just write also a polite letter to the Editor, explaining your reasons
put one references of their suggestion and ignore the rest explaining that you added the most relevant reference to your review.
as i think these references belong to the reviewer to increase his citation
Hi Rajali Maharjan , in addition to the previous answers, there might be another way of elegantly coping with this problem. You could check out if a review article is available in which most or all of the requested references are cited. Then you could just cite this review article and at the end of the reference add "and references cited therein."
I politely refused and stated why. Usually, however, I will attempt to accommodate the suggestions.
