How do you meet thermal comfort in a public space? whereas, thermal comfort is very subjective. Can we ignore that subjectivity?

In thermal comfort studies, there are objective measurements which involve determination of thermal comfort parameters and Subjective measurements which require conducting questionnaire survey.
Subjectivity is the quality that makes human beings most interesting.
