Hello,

ORTEP is a drawing program for crystal structures that is able to depict thermal ellipsoids. Nowadays it is embedded in the structure solution and refinement program packages like SHELX or SHELXTL. Other commercial drawing programs like "Diamond" are also able to draw thermal ellipsoids,

ORTEP may be downloaded free of charge from different places in the web.

What you normally need for creating an ORTEP drawing is a cif-file of a crystal structure.

FullProf program has an interface to plot diagrams of crystal structures. I will learn in time. Program is attached. Do not forget to add an ".exe" extention at the end of the file.
