The universities have moved away due to financial crises, lack of funding, change in approach and leaders from the right path, which is science and freedom, and defending them. How can we return universities to their luster to be a true beacon and flame to science, freedom and knowledge.
Very interesting discussion, I think it is relevant globally.
I would say that the socio-economic and political environments have to be conducive to drive research forward. Social disparity needs to be addressed and peace must prevail for both stability and progress. All things said and done, sometimes good leadership is all that is required.
I think those days have long gone by. We can only mourn the death of a phase.

Dear Prof. Al-Khashman! This question is of top-importance. I argue the answer is a context dependent one: decisions are usually made by government officials of a country. In Finland the problem is the market structure: there are far too many universities and university of applied sciences on the markets - over 30 alltogether. In so the finance per instutution is small and it is getting even smaller as the government has been decreasing its contribution to the sector. Due to privatization lobbyist and other influential private parties involved in the process impose unfair rules on the competition between institutions. Please see:
