Dear Khang, I suggest you try to get to know this boy and find out what his background is. Does he relate well to any mentor? Does he have any heroes? Who does he respect? What does he like doing? What does he want to become? Once you know the answer to some of these questions you can design appropriate educational interventions.
It is important to establish if any dianosis have been made- a)psychological to establish intellectual reasoning and processing- to be done most preferably by a psychologist using -
b) Academic assessment- Using Woodcock John Test of Achievement to determine the students's -reading, writing and Math academic levels.
If it is determined the student has no learning disabilities, ADHD or is not autistic then I will suggest you differentiate his teaching by infusing the things he likes into his lessons on a one on one basis. For example games, songs, jeopardy, and other learning strategies from: Spellingcity.com, Edhelper.com, Writeshops, Khan Academy and lots of other lessons of interest on Youtube,
if I have to add something to what dear peter put forward, I think you should consider this boy as a whole person and try at first to understand him by working on his interests. if you are to open a lesson on universities, you may ask the one related to his interest or maybe the one related to his background: city, country, or whatever.
by this he will indirectly make a connection in his subconscious with you and what you just put forward. then it will be the beginning of a greater connection with him.
This boy needs a lot of motivation, attention and counselling. Am sure that there will be a difference if he is perpetually motivated by teachers and peers.

Yes, it is challenge knowing how to motivate today's digital natives. Perhaps using their second language - Social Media - can probably be one way to get across to them. Incorporate the digital games they are addicted to in lessons but in an educational way. Add some flexibility to their class schedule so that they can use these mobile devices in learning outside the classroom (see flexibility trend attached). That's what I've observed working but it may not suffice for total motivation.

For student of 13 tear of age who have no interest & no liking for the study , for teachers a certainly become a disturbing problem to tackle such students. To me just as teacher for such student even parent must have taken a serious observation for the children who have no interest in their study .
Instead of passing the problem to a teacher for such student it becomes the responsibility of parents for ignoring & neglecting such children in their development of study career .
If for the parents they would not found the weakness of the children in the study than instead of waiting for such long years of 13 years parent should find out the interest & liking of such children instead of little interest in the study under the loving care of parents .Parents should find out whether the children is having interest in another activities just as sport, painting, music, fine arts & last but not the least parent should find out whether our interest & liking have been generated in our children .

Thank you very much for the answers! I found some very useful though I have tried and they have no longer effects.
However, I would like to update some information regarding the quest. This boy has both problems of motivation and emotion because his parents are not with him at the moment (he lives far away from his parents). The situation will continue in at least another half year. The communication through phone calls is not enough to maintain the emotional needs for him to study.
I still need more advices and research related to this issue, all supports are valuable !
This shows that the boy needs some social support, may be there is not a social structure to support him in terms of support from friends. In such delicate situation, the behaviour towards the boy can be instrumental in helping him. Therefore, I think the tutors need to provide more support to the boy using whatever support structures available at the institution.
