How do I produce 40 Hz data from 1 Hz SARAL/AltiKa satellite data?

I am using SARAL/AltiKa data for my research. Is it possible to produce 40 Hz data from 1 Hz data? For example, I want to produce the 40 Hz data for wet, dry tropospheric corrections which are only available in 1 Hz data. So, how can I perform this operation?
