I would like to work on a preparation of geolocation database for my area in India. I would like to start with an RF path loss model. How and where should I start? Which tool is best for simulations?

That site is not really easy to browse ...
They describe how you can calculate whether sending is ok based on the locations in the database and path loss formulas. I don't know if someone already integrated it in a usable form like a simulator.
