As mentioned by Artur, you would need the promoter sequence.  An easy approach afterwards would be to use something like the Jaspar database to scan that promoter:

I think first of all, you should have a knowledgebase to tell what cis-elements are functionally related. If not, a gene list which are directly or indirectly responsive to progesterone/estrogen are then needed, upon which you can investigate if any related cis-element is enriched through motif enrichment analysis. After that, you could scan the promoter region of your gene of interest to see if any of them exists.
