How do I calculate the amount of PVA for polymer steric entrapment method?

In polymer entrap method, the ratio of PVA to cation salts (i.e., nitrates) in the solution was adjusted in such a way that there were 4 times more positively charged valences from the cations than negatively charged functional end groups of the organics (in the case of PVA, −OH− groups).
