Recently, I read the CHERRIES checklist [1] to know how to make it right when conduct a survey-based research (typically an online survey using Google form). 

At "IRB approval" part, they stated that "Mention whether the study has been

approved by an IRB.". So Ethical approval is not a "must" but "prefer" step, is it right?

However, when I check Plos ONE requirement [2], they asked for this as a "must":

"Approval from the relevant body is required for studies involving:

Humans (live or tissue), including studies that are observational, survey-based, or include any personal data(...)".

So, could I conduct an online survey research about social or psychological problems without ethical approval (data protection is guarantee, no possible identification). If possible, please give me some journals that we can submit the article after completion.
