Cloud is designed to work as distributed system. Basically, cloud IaaS software like OpenStack is modular. That mean, all the services such as Compute and Storage can sit in one server or each services can be fired up in different servers or combincation of both. OpenStack facilitates to do combination of both.Now this is just tip of the Iceberg which explains its distributed nature. An organization can be a Domain"" in OpenStack or within a Domain"", each organization can just be a ""Project". Based on size and demand of an organization, either services such as compute/CPU power can be fixed or flexible depending upon who much you want to pay. Similar is the case with Storage or Networking services. etc The power comes from its flexibility, you can add CPUs and Storage in your Infrasctructure and allocate custom size with OpenStack software.
I would recommend to look at one Cloud Architecture like Azure, AWS or OpenStack and try to understand how they work as a Top Down approach.
