Presencing, taken by Heidegger relate to the very act of happening, pulsating of the world, above and beyond human subjectivity. How could we deal with this issue of subjectivity in migration and temporary mobility?

I think that both sides (but the migrants especially) might see this as an adaptive challenge, requiring them to overcome immunities to change. See writings on adaptive leadership by Heifetz, Linsky, et al.
Migration requires the engagement of both the state and civil society - born of an explicit recognition that migrants are potential sources of cultural wealth and social transformation. Migration conceived as a path towards subordination will inevitably create social fractures that will have long-term negative consequences for both migrants and the receiving society.
