I came across few journals from reputed publishers like Elsevier, Springer, Taylor & Francis & Sage. To my surprise, I saw one journal which has an impact factor of less than 1 is having SCIE and one more journal from the same publisher having an impact factor over 2 is indexed with SCOPUS. We all know SCIE has more rigorous evaluation than SCOPUS. Then how is this possible?

Citescore and Impact factor are two different metrics for measuring journal impact. Citescore calculation is based on Scopus data, while Impact Factor is based on Web of Science data. Citescore uses a 4-year window while Impact Factor adopts a 2-year window. CiteScore includes more document types indexed by Scopus, including articles, reviews, conference papers, data papers and book chapters while Impact Factor only includes "citable documents" which are articles and reviews.
Dear Pathak Abhijith. I am afraid you have some misunderstandings about journal metrics. Firstly, one must be able to distinguish Impact Factor and CiteScore, two rival journal metrics. The former is the property of Clarivate Analytics (who owns Web of Science and SCIE) and the latter of Elsevier (who owns Scopus). Earlier, there was only “Impact Factor” as a numerical index of journal quality calculated yearly for journals listed in the Journal Citation Reports ( owned by Clarivate Analytics), which is based on citations from the Science Citation Index Expanded(SCIE) and the Social Science Citation Index (SSCI). These are available bundled with "Web of Science". Note that any journal with an Impact Factor( low or high) would be indexed in either SCIE or SSCI)
Elsevier launched CiteScore in 2016 based on Scopus database, as an alternative to the monopolistic “Impact Factor”. In other words, now, we have two numerical indexes depicting journal quality—Impact Factor and CiteScore. Note that some journals would have Impact factor and Cite Score, as they are indexed by both rival databases.
I hope now it is clear why a journal having an Impact Factor of less than 1 is in SCIE and another journal from the same publisher having an Impact Factor over 2 is indexed with SCOPUS (check whether it is indexed in SSCI!).
Dear @Pathak Abhijit To my opinion, your question has been answered in detail by @Abhishek Kumar Sharma, and @C George Thomas, and I also endorse their explanations. Moreover, Science Citation Index Expanded (SCIE) covers more than 9,200 notable and significant journals (across 178 disciplines) with varying impact factor.
