Make sure that all staffs really understand and committed to the quality standards and then conduct the targetted workshop and training as suggested by @Segun Michael
To manage the affair of the project management before the study & requirement of the project in the market ,we have to firstly care of the requirements of man power , formation of capital ,the evaluation & cost of the material requirement & last but not the least of recruitment of efficient , managerial personal covering also the personnel of finance,costing ,& budgetary control & importance of personal Hr department .
If one can the plan the project it is likely that the project may turn out in the successful result .

-be sure that the quality objectives are attainable
-define objective criteria to measure the level of quality achieved
-Communicate the requirements to the all project staff (by ceo or a project’s Sponsor)
-train the teams if necessary
-Monitor the project (judiciously phasing the project and apply the PDCA cycle (Deming) at each phase)
Best to implement an appropriate quality management system like ISO14000 for your organisation. Then you can comply with the quality requirements and be a quality certified organisation.
* Establish a protocol for PERT (Progrmme Evalautuon Review Technique)
* Assign a coordinator comprising a cross functional team of SME (Subject Matter Experts)
* Develop the score card
* Follow PDCA ( Plan Do Check and Act) throughout the project life cycle.
