Everything has a cost. Maybe not in money, but in effort, dedication and time.
If you mean training teachers without spending extra money, through sports activities, board games, role-playing games, city tours, and other similar activities, they can be used to develop leadership skills, but I insist, maybe do not invest in money, but you will invest time, dedication and effort.

I would suggest setting up peer groups (5-9 individuals recommended to balance airtime) who meet either face-to-face or remotely on a regular basis - say 1 hour per week or 2 hours every 2-3 weeks - but can be flexed. Each meeting appoint a different facilitator in turn from the group who runs the meeting but does not contribute to the content (they should read up something how to facilitate meetings if they have no experience - including making sure everyone has equal opportunity for airtime - an important skill for a teacher just by itself).
Regarding the content, I would suggest they choose a modern book on leadership and review a chapter at a time. If they can't afford a book then go to a website on leadership. They could start at www.leadershapeglobal.com where there is a lot of material they can download. If they can afford a book, I would recommend our acclaimed book, "Leading Beyond the Ego".
