I am curious to know why most universities recruit assistant professors based on their research publications and papers instead of testing their teaching skills and abilities.
More research papers doesn't necessarily mean good explanation skills right?

An assistant or associate professor does more than teach. Their influence is also beyond the university as they inform pedagogy and research outside their university - within and (sometimes) beyond their specialty area. What you're describing could be a lecturer or senior lecturer, however, this differs across countries and sometimes universities (e.g. if a university is research-focused or teaching-focused). I think that Research and Teaching are two different skills, though allied. An excellent research-skilled person may not be exceptional in teaching and vice-versa. Few universities distinguish between 'teaching only' & 'teaching and research' however these are only a handful. Research skills add value to analytical skills, and the use of research for society, the globe, etc but that may not always guarantee the skills in teaching.

The ranking of Universities in the world is based on the quality and number of research articles published. Therefore, Professors should be hired because they are research-oriented people.
Research is of paramount importance for further higher studies. Teaching is considered a lesser capability compared to lecturing. Therefore, research skills should be the primary talent assessed in lecturers or assistant professors.
