How can we prepare from proviron tablets a topical dosage form (cream/ointment/gel)

A suitable cream base may include, but not limited; cetyl alcohol, stearyl alcohol, cetearyl alcohol, bees wax, glyceryl monostearate, sorbitan fatty acid esters, polysorbates, lanolin anhydrous, mineral oil, hard paraffin, petrolatum, waxes, fixed/vegetable oils, PEGs, penetrants (optional), preservatives (optional), antioxidants (optional), aqueous phase .. etc. As for gel form, a suitable base may include, but not limited; carbomers, cellulose derivatives, polysaccharides, neutralizing agents, preservatives (optional), penetrants (optional), vehicle .. etc.
